State Land Committee was established on July 17, 1992 upon Decree 54 of the President of the Republic of Azerbaijan. From 1996 SLC began to implement within the republic the land reforms started by great statesman Heydar Aliyev in 1992, while heading Supreme Assembly of Autonomous Republic of Nakhchyvan, in Shurut and Gal villages of Julfa district of Autonomous Republic. State Land Committee and State Geodesy and Cartography Committee were annulled in 2001 as a result of structure reforms carried out in country and in base of them State Land and Mapping Committee was founded upon Decree 460 of 18 April 2001 of the President of the Republic of Azerbaijan.
